Happenings / News / Press CoverageNew FTP 2009-10 : Hats off to the new Hon’ble minister of Commerce and Industry, Mr. Anand Sharma for introducing export friendly new Foreign Trade Policy for the period 2009-2014 wherein some new duty scrips on exports has been introduced, there has been enhancement in the duty scrip rates, introduction of Zero Duty EPCG Scheme, relaxation in procedures and reduction in transaction cost which will surely lead to enhanced exports finally resulting into an annual export of $ 200 bn by March 2011. This will be a step towards the country’s dream of doubling Export of Goods and Services by 2014.
Some of the highlighting factors of new FTP 2009-14 is as follows
Support to export of specified products and products to specified markets
1 Introduction of Agri Infrastructure Incentive Scrip with a view to encourage infrastructure development in agricultural sectors.
2 Incentive schemes under Chapter 3 have been expanded by way of addition of new products and 26 new markets.
3 Incentive available under Focus Market Scheme, Focus Product Scheme & Market linked Focus Products has been raised.
4 Status Holders Incentive Scrip has been introduced to accelerate exports and encourage technological upgradation.
5 Higher allocation for Market Development Assistance (MDA) and Market Access Initiative (MAI).
6 Duty Free Credit Scrip under Served From India Scheme can be availed even during the current year.
Advance Authorisation
1 To encourage Value Added Manufactured export, a minimum 15% value addition on imported inputs under Advance Authorization Scheme has now been prescribed even though for some exporter it might be hardship.
2 Excise duty exemption available to clearances made by first Stage Intermediate manufacturers to ultimate advance authorisation holder exporter’s has been extended to second stage intermediate manufacturer supplying goods to first stage intermediate manufacturer holding advance authorisation.
Duty Entitlement Passbook Scheme
1 To impart stability to the Policy regime, Duty Entitlement Passbook (DEPB) Scheme is extended beyond 31-12-2009 till 31.12.2010.
EPCG Scheme
1 EPCG Scheme at Zero Duty has been introduced to aid technological upgradation of specified export sectors wherein the export obligation will be 6 times of duty saved and will have to be completed in 6 years.
2 3% EPCG scheme will continue with provisions similar to FTP 2004-09.
3 Export obligation on import of spares, moulds etc. upto 10% of Value of Plant & Machinery under EPCG Scheme has been reduced by 50% . This is applicable even for capital goods which has not been procured under EPCG Scheme.
Export Oriented Units (EOUs)
1 Duty free procurement and export of goods related to manufactured articles will be allowed upto 5% of previous year’s exports.
2 EOUs have been allowed to sell products manufactured by them in DTA upto a limit of 90% instead of existing 75%, without changing the criteria of ‘similar goods’, within the overall entitlement of 50% for DTA sale
