Under traditional practice, construction of a project is normally carried out by a main contractor who takes over all responsibility for the
construction in accordance with drawings and specification done by the architect and engineers appointed by the owner. The main
contractor is usually selected through a competitive tender process and undertakes, within his responsibility, to construct the project
within a certain frame for a lump-sum price.

We briefly describe Construction Management Consultancy Services as a Construction process wherein the Principal Organization of the
project engages a professional organization to undertake the construction of the project for a percentage fee, based on the total actual
cost of construction. The professional organization, as such, does not contract for the works, but instead, is engaged to carry out the
works on behalf of the project owners. The rationale for such an approach comprises of several considerations, like:
•     With in-house main-contracting capabilities, the process of the Main Contract tender is eliminated and with it, the elimination of the
need to complete all designs before the Main Contract tender can be called. Construction can begin upon the completion of parts
of the design and the calling of simple quotations from suppliers & sub-contractors for the relevant work.
•     With in-house main-contracting capabilities, at least one, if not more, level of profits & taxes are saved, contributing to savings in construction cost, with flow-on into other expenses which are based on construction cost, such as, insurance, financing, fees, etc.
•     In-house main-contracting capabilities offers more direct lines of communication and enables more effective control over the
construction process and as a result, there is more effectiveness and efficiency, which in turn, contributes towards implementation
speed and the ensuring that less will go wrong.
•     The engagement of a professional organization to provide the in-house main contracting capability is expedient, because the project
owner is not undertaking construction as an on-going business and will not have the time to build up a satisfactory team from scratch
nor the wish to retain a team after the completing of the project.
Attractive as the above idea of Cost-Plus Construction & in-house main contracting may sound; its successful application is dependent
on several very important pre-conditions, like:
•     The engagement of a professional organization that has the capabilities and knows what it is doing.
•     The engagement of a professional organization that has high integrity and can be trusted to administer the expenses under its control
•     The acceptance of the project owners that the professional team must be allowed to have full authority & control over the
implementation of the construction works.
•     The availability of funds to finance in-house main contracting
