Development Support Center (DSC) is a resource organization that provides knowledge based support to Non-Government Organizations (NGOs), government agencies and other stakeholders in the field of natural resource management. The organization was established by Mr. Anil C. Shah in 1994, in response to demand from various segments concerned with rural development in Gujarat. DSC provides a variety of services that aim to improve rural livelihoods through participatory management of natural resources such as land and water on which a large number of rural population directly depends. DSC is recognized by the Ministry of Rural Development, Government of India as training institute for natural resource management in the year 1995.
DSC is one among three state level training institutes recognized by the state government for training in watershed development programme since 1999.
In the year 1997, Council for Advancement of People’s Action and Rural Technology (CAPART), Government of India undertaking, introduced a scheme of ‘Training and Support Voluntary Organisation’ (TSVO) for watershed development. DSC is one amongst seven TSVOs in the country and responsible for the state of Gujarat.

DSC is recognized as one of the four training institutes for Participatory Irrigation Management by the State Irrigation Department of Gujarat.

Communication is a crucial element in any developmental process. DSC’s Mission Statement emphasizes on knowledge based support to people’s centric NRM.  That’s why the role of creating knowledge and dissemination of knowledge is very important. This could be achieved through traditional media like street plays and pad-yatra as also the modern media like radio programmes and video films. For the wider dissemination of information about sustainable agriculture, CBOs’ achievements and DSC’s intervention to the field areas is compiled and published in newsletter viz. “Divadandi”.

 
     
  With the objectives to increase awareness, to make development programmes demand driven and to build capacity of all stakeholders in community based natural resource management programmes, DSC has set up a communication unit which produces communication material mainly in Gujarati and Hindi languages. Communication unit identifies crucial issues and messages for wider dissemination, devise communication strategy and produces required formats, partially in-house and also through renowned communication agencies.

Women Savings and Credit Cooperative

The Sangam Women Savings and Credit Cooperative Ltd (SWSCCL) was formally registered on 29th Dec 2008. It has about 380 members and conducts its meetings on 15th of every month. The rate of interest charged by the Federation is 18 per cent per annum. Loans are given to members for productive and consumption purposes such as purchasing of seeds and grass, digging of borewell, purchasing land, repairing house, health expenses etc. The maximum loan per member is Rs.10,000/-. The Federation also provides support for income

The association of Development Support Centre with Joint Forest Management (JFM) Programme of Government of India goes back to early Nineties when DSC's Chairman Mr. Anil C. Shah, the then Chief Executive of Aga Khan Rural Support Programme (India) went to the Central Government to obtain permission to develop and protect forest land through forest communities for their benefit. After persistent efforts for three years, for persuading Government to allow forest communities to take part in the management of their forest land, Government of India issued circular on 1st June, 1990 favoring the plea made by Mr. Shah. The Circular welcomed the participation of forest communities and NGOs in protecting and developing forest lands. Considered a land mark in the forest policy of India, Joint Forest Management circular ushered a fundamental change in the way forests are managed in India. Following the circular, a JFM scheme was announced which led to the formation of 63000 local Forest Protection Committees (FPCs), protecting about 14 million hectares of forest land, almost 20% of the country's forests cover.

An estimated 70% of agricultural production of India comes from irrigated land. As such, the role of irrigation in strengthening and sustaining the agricultural economy is crucial. Unfortunately, the state of irrigation infrastructure across the country is very poor. Design flaws, poor upkeep of physical system, unviable water pricing and bad irrigation management practices have contributed to substantial underutilization which is a colossal waste of investment. Since independence, more than rupees one thousand billion was spent on creating physical infrastructures such as dams and canals in India, yet in many states as little as 25% of potential irrigation is used.

Pilot projects in Participatory Irrigation Management (PIM) have demonstrated that many of these problems, if not all, can be reduced if active participation of farmers is encouraged in all aspects of the development and management of irrigation. Under PIM, some of the important irrigation management responsibilities in government owned irrigation projects are transferred to farmers' water users associations.

The support service of DSC in PIM focuses on building farmers' organizations at village as well as project levels and enhancing their capacity through various means such as training and community organizing. Moreover, DSC helps sensitize the staff of Irrigation Department to participatory processes.

DSC is playing a pivotal role in promoting PIM in Gujarat as well as in the country. DSC is providing policy support to the various state Governments and the Central Government for wider adoption of participatory approach to irrigation management.

DSC is involved in direct implementation of the Participatory Irrigation Management (PIM) programme in 56800 hectare of 1 major and 2 medium irrigation projects of North Gujarat . DSC is also in process of implementing Participatory Irrigation Management (PIM) in 5000 hectare of Sardar Sarovar Project ( Narmada Project ) to serve as pilot project in implementing Participatory Irrigation Management its 18 lac hectare. DSC is probably the biggest NGO in India working in irrigation sector.

Agricultural Productivity Enhancement

After augmenting natural resource management through watershed and PIM programmes, DSC initiated agriculture based livelihood enhancement programme in six field units in Gujarat in 2007 in order to further enhance agricultural income.

The areas where LEPNRM is being implemented include Dharoi (Visnagar, Vadnagar, Kheralu and Satlasna talukas of Mehsana district), Guhai (Himmatnagar taluka of Sabarkantha district), Mazum (Modasa taluka of Sabarkantha district), Meghraj (Meghraj taluka of Sabarkantha district), Vehlal (Dehgam taluka of Ahmedabad district) and Dhari (Dhari Taluka of Amreli district) covering more than 180 villages and about 45,000 households. The project focuses on following five main components of agriculture enhancement; reducing cost, mitigating risk, increasing productivity, value addition and market linkages with an aim to increase incomes of farmers especially those that are small and marginal. Some of the notable project achievements during the year are given below:  

Vermi compost production through entrepreneurship model
DSC has been promoting vermi compost to help farmers maintain soil health. In the last three years alone, more than 100 farmers have started preparing vermi compost.  However there is a huge gap between the demand and supply of vermi compost in the market. In order to address this issue, the Dharoi and Guhai field units decided to organize women into groups and encourage them to start large scale production of vermi compost following a business/entrepreneurship model that would ensure regular income to the women. Till now, two women groups of Kesimpa and Dedasan villages have been facilitated for the preparation and sale of vermi compost. The two groups have invested Rs. 1.71 lakhs out of which the project shared Rs. 1.35 lakhs and the members contributed Rs. 36,000 in cash. The initiative is expected to produce about 312 tons compost from 52 beds @ 6 tons production from per bed. The estimated gross income per year by selling ready compost is Rs. 9.36 lakhs @ Rs. 3,000 per ton, which should enable the business to break-even within a year.

Introduction of high value variety of wheat - “Sharbati Gehun”
Wheat is the major food crop of the project area and is planted by nearly all the small and marginal farmers during rabi season. For the first time, Gujarat farmers planted Sharbati variety of wheat which is traditionally grown in MP.  This variety fetches a higher market price in Gujarat in the name of “Sharbati Gehun”. Raising this crop also makes economic sense since it requires only 2-3 waterings compared to local varieties that need 6-7 waterings. The production of this variety is in the range of 40-50 quintals/ha with its market price ranging between Rs. 17-23 per kg depending on the quality of the grain.

One of the first activities that DSC started was training of NGO members, Government functionaries and villagers. So far DSC has conducted numerous training programmes, workshops and exposure visits mainly in the field of participatory irrigation management, watershed development and agricultural productivity enhancement. The training programmes on agricultural productivity enhancement were conducted under the auspices of Sajjata Sangh, a network of voluntary organizations promoted by DSC.
