The world economy underwent a sea-change circa 1990-95. With the loosening of trade and currency restrictions, greater flexibility and an unprecedented focus on development, the developing countries were fast embracing the reform mantra. Simultaneously, there was a shift in the development paradigm with the Rio Earth Summit (1992) adopting the 'Rio Declaration on Environment & Sustainable Development', and the Copenhagen World Summit for Social Development (1995) paving the way for the Millennium Declaration and Millennium Development Goals (MDGs) being adopted by 189 countries in 2000.
We started with a small office space in New Delhi with a staff strength of 3 dedicated professionals who began initially with looking at effectiveness and efficiency enhancement in some sectors in Municipal Corporation and Public Finance. The team worked on a few assignments directly with central and state governments for the first two years. The company had a strategic MoU with Enterprise London School of Economics (ELSE) since its inception.

Ashwajit Singh Managing Director
A Chartered Accountant, Company Secretary (Gold Medalist), and an alumnus of the London School of Economics, Mr. Ashwajit Singh has provided strong leadership and strategic direction to IPE since inception. An urban infrastructure finance specialist, Mr. Singh has also led many complex projects in over ten countries in Asia and Africa and brings an extensive thirty years of experience in areas of Corporate and Business Strategy, Efficiency enhancement, Municipal Finance and Management, Policy Framework and Institutional Strengthening. He has worked extensively with various governments, international aid agencies and donors, and had been a former Chairman of the Public Administration and Management- Technical Advisory Panel (PAMNET) of the Africa Capacity Building Foundation (ACBF).
Dr Swapan Kanti Chaudhuri Director
A doctorate in Finance, with over three decades of teaching, research and consultancy experience, Dr. S K Chaudhuri has been closely associated with IPE as Financial and Economic Advisor since 2003. In 2007, he joined IPEs Board as an Executive Director and leads the economic and financial practice of the company. Over the years, Dr. Chaudhuri has worked as lead/senior consultant in several domestic and international assignments funded by the World Bank, DFID, ADB, European Commission and USAID. His areas of expertise include: corporate finance; corporate restructuring; strategic cost management; tariff and cost analysis; infrastructure project financing; municipality financing; power sector reforms and restructuring; public sector enterprise reforms; public finance (fiscal analysis, Medium Term Expenditure Framework (MTEF), Public Expenditure Tracking Survey (PETS) etc.); and Fiduciary Risk Assessment (FRA). Dr. Chaudhuri was a visiting scholar at J L Kellogg Graduate School of Management in USA and Manchester Business School in UK. He is also an empanelled consultant of The Global Fund, Geneva and has undergone their training program on Indefinite Quantity Contracts (IQC). Dr. Chaudhuri has a large number of publications to his credit.
Mr. Sunil Mitra Director
Mr. Sunil Mitra - Former Secretary Finance and Revenue, Government of India belongs to the West Bengal cadre of Indian Administrative Service. He completed an Honours Course in Chemistry from Hans Raj College, University of Delhi and joined the Indian Administrative Service in 1975. He has 35 years of public service experience in diverse fields such as Industrial Development, Public Enterprise, Energy, Defence and Finance. He has held important posts in the centre and state. As Principal Secretary, Public Sector Enterprises and Principal Secretary, Power, Government of West Bengal, Mr. Mitra was responsible for major restructuring and reforms in the state. He pioneered the Exit Policy for PSUs in West Bengal in collaboration with DFID that took over eight years to change mindsets of various stakeholders. As Revenue Secretary to the Government of India, Mr. Mitra was responsible for the collection and development of India’s tax administration, both direct and indirect, and implementation of drug laws AML/CFT regime etc. Within this sphere, he reported directly to the Finance Minister, Government of India, on all matters of country’s revenue administration.
Mr. Vishal Marwaha Director
Vishal is the Chief Adviser of Henderson Equity Partners for India. He has over twenty years of private equity and investment banking experience having previously led HSBC's South Asia private equity operations and the Indian operations of Donaldson, Lufkin and Jenrette and having worked for ANZ Bank for ten years in both India and Australia. Vishal is a Chartered Accountant and holds an Honours degree in Commerce from the University of Delhi.

Ramsekhar Manchikalapati (Chief Executive Officer)
Ramsekhar is a development practitioner and an ex-bureaucrat (IAS) with 24 years of hands-on experience of leading organizations in the government, public sector, private sector, and in consulting; he was last the CEO, CRISIL Risk & Infrastructure Solutions which covered both the CRISIL Infrastructure Advisory and CRISIL Risk Solutions. Before CRISIL, he was the Chief Strategy Officer with GVK Power & Infrastructure Limited, responsible for corporate strategy and planning, and new business development spanning urban and infrastructure sectors – reporting to Chairman.
Some of his key stints with the government include being the Transport Commissioner & Special Secretary, Haryana, responsible for public transportation: operations/facilitation/policy formulation. In the past he was Adviser & Special Secretary, Civil Aviation, Director, Industries and Commerce, Director, Mines and Geology and was District Magistrate and Estate Officer, Chandigarh. He was Managing Director, Haryana Agro Industries Corporation Limited, was Administrator, Haryana Urban Development Authority and was Additional Deputy Commissioner, Faridabad, Haryana and Sub Divisional Magistrate, Ballabgarh, Haryana and Sales Engineer Hindustan Petroleum Corporation Ltd.
Ramsekhar is a B.Tech Mechanical Engineering from Sri Venkateswara University College of Engineering, Tirupati 1984 and joined the IAS as part of the 1988 batch. Additionally he has concluded two MPA programs from London School of Economics (Public and Economic Policy) and Columbia University (Urban/Infra and Economic policy). He is extremely passionate about the development sector and has deep expertise and understanding of the Infrastructure and Energy space.

Abdul Rahim (MBA, XLRI Jamshedpur; Chartered Accountant ICAI, New Delhi- All India rank Holder in Foundation, Intermediate and Final Examination of Chartered Accountancy; B. Com (Hons), Calcutta University )
Accountancy; B. Com (Hons), Calcutta University) A qualified Chartered accountant and MBA by qualification, Abdul is a senior finance and governance expert with over a decade’s experience in areas of financial management, economic reforms, strategic planning, systems development, institutional strengthening and e-governance. Over the years, Abdul has served as the Team Leader / Senior Advisor for various World Bank, DFID, UNDP and ADB funded projects across India, Bangladesh, Afghanistan and Iraq. Some of his recent assignments include the DFID funded Health Systems Development Initiative in West Bengal, a study for the Twelfth Finance Commission for analysing/ determining the cost of provision for infrastructure services in urban India; Implementing Fund Based accounting system (FBAS) in 63 ULBs in Karnataka; DFID funded KUSP - Organisational Development Consultancy project; Kolkata Environment Improvement Project- Capacity Building Component-Inception Phase Consultancy. He is also spearheading IPE’s technology initiatives having worked as software and system expert for development of e-governance software for ULBS in Karnataka and in West Bengal health sector for developing Dashboard, FRU monitoring, HR planning and Government Correspondence System software.
Himanshu Sikka

Himanshu is a development planner with key expertise in the areas of international aid and policy, programme management, procurement, public financial management and monitoring and evaluation. He has worked with several international agencies including World Bank, DFID, USAID, UNICEF, ADB, etc. and brings with him experience of working in diverse settings like India, Bangladesh, Nepal, Ghana and UK. As Vice President – Business Development, he is involved in development and implementation of business and diversification strategy, including plans for geographical and vertical expansion, for the company. In addition to this role, he also provides technical inputs to projects in his areas of his expertise.
