Providing telecommunication services in rural and remote areas has been prime concerned of every nation. Targets in terms of teledensity rural-teledensity have often been made part of policies and programs to meet the desired objectives. Traditionally, Government owned operators or incumbent service provider were mandated to roll out services as one of the programmes of Government or for the private sector.
However, in the last decade, where the region witnessed rapid liberalization and privatization, it become necessary that the responsibility of meeting the targets be shared between traditional government owned monopolies and new entrants. Telecommunication grew at a rapid pace as a result of liberalization; role out of networks in rural areas still remains a cause of concern. There has been a general reluctance amongst new entrance to meet there roll out obligations in rural areas. To encourage rural roll out, most of countries have now established or are in process of establishing incentive based funding mechanism.
