The Sambalpur Public Library will not only preserve knowledge but also to act as an agency for making knowledge available to the people. As per the UNESCO guidelines, the Library will adopt scientific techniques for its maintenance and operation. The library will also hold seminars, debates and discussions from time to time to disseminate its objectives and update information for all sections of the society. Thus, the main function of the Library will be the collection and preservation of knowledge for its dissemination to all. It will act as soul-raiser and up-lifter and strengthen knowledge industry of Odisha in 21st century. Efforts will also be made to transmit reading materials through Cable with linkage for the benefit of out-station readers throughout Odisha. Thus the Library will not only perform its traditional role of a storehouse of knowledge and preserver of value but it will also be an information transmission node and reach its readers at their door steps. As automation of a library is most relevant, mechanization of the Library housekeeping operations will be made by computerization. The Library will also adopt an integrated approach to the whole system as found in most of the advanced libraries of the world. The Library will meet the new challenges with proper planning to development research activities for qualitative development besides providing library services and facilities to the readers.

The Library will also launch a floating library to reach the readers at their door steps so as to promote the reading habits and become better equipped for the needs of this knowledge century.
