When a natural or man-made disaster strikes, it affects a region’s infrastructure, facilities, operations of government agencies and the lives and livelihoods of an entire community. The Louis Berger Group leverages our global presence and planning, engineering and environmental expertise to support our clients’ disaster management needs. Immediately following the devastating earthquake in Haiti in January 2010, LBG deployed a multidisciplinary team of engineers, disaster response experts and development professionals. Our team deployed from U.S.-based offices and coordinated closely with our ongoing operations in Haiti and the Dominican Republic.

From pre-disaster planning to long-term economic redevelopment of an affected area, LBG offers services in all stages of disaster management. We work with national, state and local governments to assist with disaster preparedness and provide training to ensure a community is best positioned to mitigate the effects of such a hazard. LBG also has proven rapid response capabilities, and we are able to support those in immediate need in a variety of ways, including delivery of relief supplies and provision of emergency power generation. LBG is renowned for being the first into an area to conduct damage and infrastructure assessments and assisting our government clients in the identification of reconstruction projects that will most efficiently improve the lives of those affected. In December 2001, we entered Afghanistan and conducted a rapid assessment of the country’s road network. We did the same in South Sudan. We responded to the island of American Samoa after a devastating tsunami in 2009 to conduct damage assessments for the U.S. Postal Service.

Disaster recovery is a process that can take months or even years, and LBG’s integrated solutions include master planning, infrastructure reconstruction and debris management. Natural and man-made hazards can devastate a community’s economic and social infrastructure, making long term economic redevelopment critical to the sustainability of any physical reconstruction. LBG not only has a depth of experts in physical infrastructure, but also has experienced economists, sociologists and development specialists who collaborate with our clients to evaluate and implement long-term redevelopment strategies to promote sustainable livelihoods.

The sustainability and long-term benefits of an infrastructure project for its impacted community, region or country is dependent on appropriate and sufficient operations and maintenance (O&M) long after construction crews have completed their work. The Louis Berger Group understands the critical mission of providing such O&M services, and we provide turn-key, multidisciplinary operations and maintenance and facilities support services, leveraging our proven in-house expertise in areas such as buildings and facilities, highways and bridges, ports, airports, water and power. LBG’s experts assist our clients with long-term planning and management of O&M programs. We assist our clients with annual maintenance, minor and major repairs required to maintain the quality of a real property asset through its expected service life; such assistance may range from preventative maintenance to scheduled repair to roof or heating system replacements. Additionally, LBG’s restoration experts conduct repair and replacement work to restore old facilities or those damaged by natural disaster, fire, accident or other causes to their previous conditions. LBG also has extensive experience assisting our clients with modernization efforts to alter existing facilities to implement new or higher standards, often due to changes in laws or regulations; to accommodate new functions, or to replace major building components that typically last more than 50 years, such as foundations. Not only does LBG provide O&M services for our clients’ existing assets, but we also integrate this expertise into our own programs and projects. For example, we have constructed prime power plants at three U.S. military bases in Iraq for the U.S. Army Corps of Engineers and are currently operating and maintaining those plants 24 hours a day, seven days per week. When operating in post-conflict or fragile states, LBG has successfully worked with our clients to build O&M training into infrastructure programs. We work with the local governments, private sector and NGOs, and our local employees to provide training in the establishment and management of an O&M program and in the technical skills required to successfully operate and maintain a variety of infrastructure types.

The world’s cultural resources provide glimpses of our heritage that allow us to understand our past and present and plan for our future. The more we learn about our history, the better we know ourselves and the more we learn about our capacity to meet the challenges of tomorrow. A wide range of engineering assignments, from large-scale infrastructure improvements and major government facilities to industrial, commercial, recreational and residential developments, can potentially impact our cultural heritage. Hence, archaeologists, architectural historians and other cultural resource experts are often critical to a project's success, ensuring that if and/or when valuable cultural resources are discovered, mitigation plans to protect the sensitive sites are developed or archaeological excavations to remove the artifacts are undertaken. These assignments often involve understanding an area's historic fabric; identifying important artifacts and sites; and developing complex preservation plans. For three decades, The Louis Berger Group has specialized in providing a comprehensive array of cultural resource management services and is one of the largest providers of cultural resource management services in the United States. LBG’s professional staff includes archaeologists, historians, architectural historians, and technical specialists in several associated fields. This professional diversity enables LBG to complete all types of studies, ranging from preliminary assessment to intensive archaeological excavations and detailed architectural documentation.
