he artisans sector attracted the attention of policy planners since the beginning and the state and central governments initiated measures for improving their socio-economic conditions. A holistic intervention was made under National Leather Development Programme (NLDP) of United Nations Development Programme (UNDP) and Department of Industrial Policy & Promotion (DIPP), Government of India in 1998. The objective was to create a model that can make the sector competitive and ensure sustainable livelihood to artisans. On account of sizable number of artisans, the interventions were targeted under NLDP for artisans producing "Mojari" in Rajasthan, "Kolhapuri" in Karnataka and "Jootis" in Punjab. The impact was visible and independent evaluation carried out by ORG Centre for Social Research, fielded by UNDP, reported that income of artisans have increased substantially and they are able to get jobs throughout the year. Market Facilitation Centre at Jaipur, Rajasthan was created under the programme that met the most pressing need of the sector and mainstreamed the product in domestic and international market.
On account of large concentration of artisans, "Mojari" of Rajasthan, "Kolhapuri" of Athni and and "Jootis" in Punjab were selected for intervention under the programme. Convinced by its results in terms of increased earnings of artisans and a source of providing sustainable livelihood, DIPP, Ministry of Commerce & Industry, Government of India, included this sector for continued support under its Indian Leather Development Programme (ILDP) during Tenth Five-Year Plan period after scheduled completion of NLDP in December 2002. + Read More
